Anki does not work if iptables DROP used to disable internet access

I want to use Anki for users that have to have network access completely disabled.
If "iptables -A OUTPUT -p all -m owner --uid-owner <user> -j DROP" is in place, the user cannot use Anki.
Empty Window appears, with no decks even if all sync is disabled. If the rule is disabled, then works as expected.
Can this be fixed or worked around?

    Anki needs to be able to communicate with itself over the loopback interface.
