For some really popular decks that I made and shared, I had given them a shitty placeholder name, and shared them online... Like the Spanish deck that I made, it has over 30k downloads, and the Deck name (that the user sees after loading it up to Anki)........ is something like: "spanish top 1000 sem ser GT"
Now here is the catch, if I give it a proper name, like "Spanish Top 5000 Words"........ and try to share it.........the Anki website interprets as if I'm sharing a brand new deck, instead of the deck that is named "spanish top 1000 sem ser GT"......... instead of updating the name, the website creates a brand new entry on the Public Shared Deck Listings.... soooooo, is there any way I can UPDATE the name of the deck?

You can choose a name when sharing the deck, but need to leave the original name the same. https://apps.ankiweb.net/docs/manual.html#sharing-decks-publicly
